Mécanismes nationaux de prévention
Sous-comité pour la prévention de la torture
Le Protocole facultatif à la Convention des Nations Unies contre la torture est le premier instrument confiant aux organes nationaux – les mécanismes nationaux de prévention (MNP) – un rôle dans la mise en œuvre du traité.
Les MNP visitent régulièrement les lieux de détention nationaux et locaux et ont des contacts quotidiens avec les autorités. Ils ont un rôle clé à jouer dans la prévention de la torture et en complément du travail des organismes internationaux. Pour ce faire, les MNP doivent être habilités à s'acquitter efficacement de leurs fonctions. Pour cette raison, les rédacteurs du Protocole facultatif ont stipulé des obligations juridiques pour les États parties concernant l'indépendance, le mandat et les ressources budgétaires des MNP.
