2013年3月8日，国际妇女节 妇女权利：将几十年来对女性们的空洞诺言变为切实变革，时不可待！

日内瓦（2013年3月8日）-联合国人权系统内的两个关键独立专家组在国际妇女节促请各国政府坚决承诺妇女的权利，将几十年来对全世界妇女和女童的空洞承诺变成切实的变革。

消除对妇女歧视委员会主席尼科尔•阿梅利和代表联合国人权理事会任命的多名独立专家*（其目的是应对世界各地具体的国家情况和主题问题）的迈克尔•福斯特表示：“暴力侵害妇女仍是歧视妇女最为普遍的表现形式，也是对其人权的严重侵犯。”

他们说：“多样而持久的暴力形式继续影响着全世界几百万妇女，限制了她们在生活各个方面——不论是公共生活、经济、社会或家庭层面——所有范围内的人权和赋权。

人权专家们强调，《消除对妇女一切形式歧视公约》通过已有30多年，维也纳世界人权大会通过《维也纳宣言和行动纲领》已有20年，北京行动纲要通过已有17年，在为妇女权利抗争的这三大里程碑面前，这样的情形是不可接受的。

阿梅利和福斯特提到：“很明显，有许多标准和机制可以用来解决暴力侵害妇女问题。”然而，“仍有一道考题：它们是否给女性的生活带来了改变？”

尽管在性别平等、妇女赋权和教育等方面取得了重大进步，他们强调，“女性仍饱受贫困、战争、疾病、缺少安全饮水和饥荒的冲击。

他们表示：“居住在农村地区的妇女，以及因为不同身份和特征交汇（例如种族、族群、移民地位、社会出生、性别身份等）而遭受多重形式歧视的妇女，仍处于发展和人权进步的最边缘。”

他们促请各国将工作重心放在落实《消除对妇女一切形式歧视公约》和其他相关文书上：“我们联合国人权体系的专家机制不得不提到，为了让妇女与女童和男性一样享有平等的权利和自由，并且受到尊重，还有很长的路要走。”

阿梅利和福斯特强调：“我们只不过是他们的回声。我们呼吁联合国会员国倾听所有妇女和女童的声音，她们正在坚定而急迫地要求得到人权。要落实他们的权利，时不可待。”
