美国：联合国专家呼吁国会重新授权《防止对妇女施暴法》

日内瓦（2013年2月19日）-联合国暴力侵害妇女问题特别报告员拉希达·曼珠与土著人民权利问题特别报告员詹姆斯·安纳亚敦促美国政府重新授权《防止对妇女施暴法》。在此之前美国参议院刚通过一份加强和重新授权《防止对妇女施暴法》的两党议案。

曼珠女士表示：“《防止对妇女施暴法》自1994年颁布以来在为国家和地方政府提供指导、促进其应对暴力侵害妇女问题等方面起到至关重要的作用。它为切实解决家庭暴力问题扩大了资金来源，并在每次获得重新授权后都进一步覆盖到之前未曾受到关注的弱势群体。”

新议案内容包含了刑事司法系统对包括性侵犯和家庭暴力导致的凶杀案的反应。还预备增强对印第安人、阿拉斯加土著妇女、女同性恋、男同性恋、双性恋和变性者受害者、移民受害者及其子女的保护。

特别报告员安纳亚在2012年访问美国后也同样在其报告中对相关问题表示关切。在多起非土著个人侵害土著妇女的案件中，许多加害者都因其非土著身份而未受到土著检察机关的调查。

土著人民权利专家强调：“国会应迅速采取行动, 通过《防止对妇女施暴法》在支持土著部落对暴力侵犯土著妇女案件上的调查权的重要改革。”

这两名特别报告员强调：“我们希望重申重新授权《防止对妇女施暴法》的重要性，以在其成就的基础上继续努努力，督促当局在保护受害者和追究加害者责任等方面做出更充分的回应。”
