Independent Monitoring Frameworks (IMM) are official state bodies with permanent status established by Article 33(2) of the CRPD, which requires each State to maintain, strengthen, designate, or establish a domestic framework for promoting, protecting, and monitoring the implementation of the Convention.
Article 33 (2) provides for an institutional structure constituted of one or more entities. Independent Monitoring Frameworks may be constituted of one entity referred to as an IMM which bears sole monitoring responsibility (the so-called single-agent model). Other Monitoring Frameworks have two or more entities bearing shared responsibilities for implementing Article 33(2) of the Convention (the so-called multi-agent model). In jurisdictions where they exist, National Human Rights Institutions most often constitute and or form part of IMM. Other entities that may become part of IMM include legislative committees, Ombuds, and organizations of persons with disabilities.
