Human Rights Council resolution 49/12 (A/HRC/RES/49/12) on the rights of persons with disabilities requests the OHCHR to prepare two reports on support systems to ensure community inclusion of persons with disabilities, including as a means of building forward better after the COVID-19 pandemic. The first, presenting the situation and a human rights-based approach to support systems and, the second, illustrating the first with good practices.
In paragraph 18 of the resolution, the Human Rights Council requested OHCHR to undertake consultations with States and other relevant stakeholders, regional organizations, the Special Rapporteur on the rights of persons with disabilities, civil society organizations, including organizations of persons with disabilities, and national human rights institutions, requiring contributions to be submitted in an accessible format.
The Office of the United Nations High Commissioner for Human Rights now invites all relevant stakeholders to provide inputs for the preparation of the thematic report.
The report seeks to elaborate a framework for community inclusion. Full inclusion of persons with disabilities, of all ages, requires ensuring the necessary care and support systems to live independently in their communities. These systems include a network of services, people and products that enable them to carry out activities of daily living and actively participate in their communities, such as social protection covering support extra costs, human support, assistive technologies & products, transportation, individualized housing support, legal capacity supports, and other community-based support systems to prevent institutionalization.
The OHCHR would be grateful to receive any relevant information for the preparation of this study. In particular, we welcome views and information in relation to the questions included in the following questionnaires:
