俄罗斯联邦：联合国专家将开展访问以评估司法独立性

日内瓦（2013年4月12日）—联合国特别报告员加芙列拉·克瑙尔将于2013年4月15-25日对俄罗斯联邦开展访问，旨在评估法官、律师和检察官的独立性以及司法系统正常运转的积极发展和挑战。

克瑙尔女士表示：“我的访问将关注俄罗斯在确保司法独立性和自由从事法律职业方面的成绩和缺陷。”这是由联合国人权理事会指派、旨在监督和报告法官与律师独立性的独立专家自2008年以来第二次访问俄罗斯。

专家应俄罗斯政府邀请开展访问。她强调：“我还将关注三项关键问题，即对法官、律师和检察官等司法系统行为者的保护问题，司法行政问题以及诉诸法律问题。”

在为期十一天的访问中，克瑙尔女士将与政府代表、议会成员、法官和国家司法机构成员、人权专员、检察官、律师、国际和地方非政府组织以及驻莫斯科、圣彼得堡、顿河畔罗斯托夫和下诺夫哥罗德的联合国机构开展会谈。

基于在访问期间收集的信息，该特别报告员将准备一份报告，在2014年六月呈交至人权理事会。

4月25日（周四）结束访问时，克瑙尔女士还将在莫斯科举行一场新闻发布会以展示他的初步意见。详细信息将随后跟进。

Gabriela Knaul took up her functions as UN Special Rapporteur on the independence of judges and lawyers on 1 August 2009. In that capacity, she acts independently from any Government or organization. Ms. Knaul has a long-standing experience as a judge in Brazil and is an expert in criminal justice and the administration of judicial systems.
