联合国人权专家促请印尼当局停止死刑

日内瓦（2013年3月28日）-联合国法外处决问题特别报告员克里斯托夫•海恩斯今日促请印度尼西亚政府遵守国际义务，限制死刑的使用。此前有报道称，印尼自2008年11月以来再次执行了死刑。

他说：“尽管联合国人权专家和民间社会组织呼吁不应对涉毒罪犯执行死刑，印尼仍然处决了阿达米·威尔逊（Adami Wilson）先生。我对此深表遗憾。”根据报道，威尔逊于2013年3月14日在雅加达被行刑队执行死刑。

行刑之后，印尼首席法官宣布，将于2013年晚些时候对20名被定罪和判处死刑的囚犯执行死刑。据报道，印尼现有大约130名死囚，一半以上以涉毒案件定罪。

海恩斯先生强调：“这样的做法不可接受。在国际法之下，死刑被视为一种极端的惩罚形式，如果必须使用，仅适用于最为严重的罪行，也就是故意杀人等行为，而且必须经过公平的审判。”

特别报告员重申：“违反某国国际人权义务的任何死刑都相当于任意处决，是非法的。”

海恩斯先生提到，印尼过去曾给联合国大会关于暂缓死刑的连续三项决议投了反对票。然而在2012年11月，印尼首次对该决议投了弃权票*，并解释称，国家法庭正在审议死刑，国内也在进行一次关于该议题的公开辩论。

海恩斯先生称：“这是一个充满希望、令人鼓舞的举动。”他希望印尼继续就死刑进行辩论，包括讨论暂缓死刑的意见。
