联合国专家促请世行进一步保护和推动适足住房权

日内瓦（2013年3月6日）-联合国独立专家拉克尔·罗尔尼克今日促请世界银行在修订保障政策时考虑适足住房权的所有方面。世行正在进行为期两年的磋商进程，审议并更新其环境和社会保障政策。

罗尔尼克女士向人权理事会提交了有关当前世行保障系统与适足住房权的适应性的全面报告*，她在发言中说：“作为适足住房权问题特别报告员，我亲眼目睹了保障政策对受世行资助项目影响者的适足住房权造成的严重冲击。”

她指出：“当保障未能解决适足住房权的关键方面，或在设计和落实中未遵守这一权利，项目可能造成迫迁、流离失所、强制安置和社区生活水准的普遍下降。不论何时，受世行资助的活跃项目引发的强制安置影响到一百多万人，其中五分之二可能面临流离失所。”

世行是首个制定关于强制安置问题保障措施的国际金融机构，随后成为其他国际和地区金融机构的典范，罗尔尼克女士对此表示称赞。

鉴于世行正在对保障措施进行审议，该独立人权专家把这些问题作为提交至世界银行的任务报告的关注点。她还提交了有关审议过程的建议。

该特别报告员欢迎世界银行行长金墉在2012年10月东京年会上的承诺，即在审议过程中不会削弱世行保护政策。然而，罗尔尼克女士呼吁世行坚持更大胆的立场，抓住此次机遇提高保护的门槛，并使其保障政策全面符合国际人权标准和义务。

她在报告中提出一系列建议，关注世行当前在强制安置问题方面的政策和做法如何提高，例如更有力地承诺参与，以及纳入对受影响社群的独立援助。

她还建议，应在落实新融资手段（例如发展融资贷款、结果导向型规划贷款等）前后全程进行适足住房权的影响评估，并将分析和行动设计更好地联系起来。
