巴基斯坦：联合国人权与反恐问题特别报告员的声明

伊斯兰堡（2013年3月14日）-联合国人权与反恐问题特别报告员本·埃默森于2013年3月11-13日在巴基斯坦伊斯兰堡举行了为期三日的会议。会议与该独立专家正在进行的研究有关，内容关于在反恐行动背景下使用无人机和其他形式的定点清除对平民的影响问题。埃默森先生在访问结束时发表了下列声明*：

“巴基斯坦政府的立场十分清楚。它不赞成美国在其领土上使用无人机，认为这侵犯了巴基斯坦主权和领土的完整。

按照国际法，美国在巴基斯坦的无人机行动未经人民代表的同意，也未经国家合法政府的同意，这违反了需经他国同意才能在该国领土使用武力的规定，因此侵犯了巴基斯坦的主权。

巴基斯坦也明确表示，无人机行动适得其反，使新一代人民变得激进，因此固化了该地区的恐怖主义问题。

巴基斯坦已经呼吁美国立即停止行动。巴基斯坦对这些空袭的法律辩护提出了直接挑战，而且在这类讨论期间明确声明，任何“无意也无法”在其领土上对抗恐怖主义的建议不仅错误，还侮辱了众多死于恐怖主义的巴基斯坦人。

巴基斯坦根据其对当地情况的直接了解，意在采取可持续的反恐策略，包括在这个复杂地区进行对话和发展，不仅解决恐怖主义事件，还要解决其根本原因。

巴基斯坦人民需要有更多空间来发展这项策略。联邦管辖部落地区的普什图族人已因无人机行动遭受了巨大痛苦。这些自豪而独立的人民已经自治了几世几代，他们也有深厚的部落历史，西方了解甚少。他们的部落结构遭到了联邦管辖部落地区的军事行动，尤其是无人机的破坏。

现在是时候了，国际社会应注意到巴基斯坦关注的问题，给予其下一届民主选举的政府所需的空间、支持和协助，以兑现在本国领土上的长久和平，并且没有其他国家的强制军事干预。”
