伊朗：联合国专家对侵犯人权行为的加剧发出警告

日内瓦（2013年3月12日）-联合国伊朗伊斯兰共和国人权状况特别报告员艾哈迈德•沙希德今日对其不断收到众多关于伊朗当前人权状况的指控和报告发出警告，称其“急需得到解决。”

沙希德先生向人权理事会提交了第二份报告，并在关于报告的发言中表示：“伊朗伊斯兰共和国内侵犯人权行为的严重程度显著上升。”他同时对越来越多未达到国际法承认的“最严重犯罪”标准的死刑表示重点关切。

报告还列出了歧视宗教和民族少数群体、拒绝政治和公民权利（尤其是言论和集会自由权）以及导致酷刑和残忍或有辱人格的待遇的行为。

特别报告员提到，伊朗在妇女权利（包括健康、扫盲和初、中等学校入学率方面）取得了一些显著的进步。他说：“然而，也有报告提到近期禁止妇女在某些领域学习的政策，这进一步限制了妇女的行动自由；另外，当前政策继续阻碍妇女在政府担任某些决策职位。这些问题仍然存在。”

“伊朗政府应该遵守国际义务，保护公民和政治权利，特别是和平集会、结社与言论自由权利。”沙希德先生表示。“这些权利是民主的重要组成部分，它们在伊朗明年六月举行总统大选的背景下更加切实相关。”在他看来，“限制言论和结社自由可能削弱总统选举的包容性和公平性。”

独立专家欢迎最近与伊朗官员的接触，即他所指与政府“进展的交涉”。他说：“我相信此次会上的讨论可能推进今后交涉的进展，若我的任期得以延长，也将在未来几个月内提高政府解决我所提出的问题的机会。”

特别报告员自2011年8月就任以来已向伊朗政府提出几次开展国别访问的正式请求，但并未得到肯定答复。

该人权专家表示：“一方面我继续期望与政府合作，同时我的经验也说明，这项任务授权的一大重要方面是：让那些自认为因恐惧和缺少依靠而被噤声的人表达意见。”

沙希德先生重申了他的呼吁，要求伊朗政府充分配合特别报告员的任务授权，开展实质性、建设性的对话，积极回应开展国别访问的请求。

Ahmed Shaheed (the Maldives) is a Visiting Professor at Essex University, UK; a member of the Maldivian presidential Commission Investigating Corruption; and a former foreign policy advisor to the President of the Maldives. Mr Shaheed was Foreign Minister of the Maldives from 2005 to 2007 and from 2008 to 2010. He led the country’s efforts to sign and ratify all nine international human rights Conventions and to implement them in law and practice. He was appointed as the Special Rapporteur on the situation of human rights in Iran in June 2011 by the UN Human Rights Council. As Special Rapporteur, he is independent from any government or organization and serves in his individual capacity.
