不平等，不能以发展为借口 - 联合国关键专家组展望千年发展目标

日内瓦（2013年3月1日）- 联合国人权系统内规模最大的独立专家组今日警告称：“千年发展目标在不平等问题面前仍保持沉默，”同时敦促国际社会将人权、平等与非歧视以及可持续问题置于2015年后发展议程的中心。

“日益显著的不平等问题有强大的腐蚀作用。它们威胁到人类发展，并预示着一条违背实现人权的发展轨迹。”迈克尔·福斯特代表72位独立专家作了发言，这些专家由人权理事会任命，以应对具体国家的情况和世界各地的主题问题。

在人权理事会的高级别小组上，福斯特明确提到，联合国所有成员国达成一致要努力在2015年前实现的对抗贫困、饥饿、疾病、文盲、环境退化、歧视妇女等八大目标，已经成功帮助几百万人脱贫，并缓解了饥饿问题，减少了可预防的孕产妇死亡及儿童死亡问题。

福斯特表示：“通过加强政府承诺，千年发展目标聚集了众人的力量，对关键的全球挑战形成共识。”然而，根据联合国的信息，超过9亿人（尤其是妇女和年轻人）仍处于长期饥饿的状态，因腹泻而死亡的儿童人数仍然超过因艾滋病、疟疾和麻疹死亡的总和。

他说：“我们无法也不应该满足于将最为边缘和弱势的几百万人排除在外的发展目标。”并提到目前有8.7亿人并非因为食物生产不足、而是因为社会保护不足而处于饥饿状态。

福斯特说：“新目标必须能够激励变革，而这种变革必须影响到所有人。随着2015年实现千年发展目标时限的临近，国际社会必须巩固已取得的成绩，总结经验，设立更高、更远大的目标，以实现使人免于恐惧和贫乏的自由。”

独立专家强调，平等支撑着经济发展，确保可持续增长，和它减低效率、阻碍增长的普遍观点正好相反。他表示：“我们需要彻底解决不平等问题，因为这是导致几百万人无法享受尊严生活的最为持久的挑战之一。我们必须以人人享有正义为目标；没有发言权的人不需要慈善。”

现有72位独立专家的协调委员会主席福斯特说：“2015年后发展议程应该包含一个关于平等的单独目标，旨在增强形式更为全面的发展。”

“Special procedures” is the general name of the independent fact-finding and monitoring mechanisms of the Human Rights Council that address either specific country situations or thematic issues in all parts of the world. Currently, there are 36 thematic mandates and 12 mandates related to countries and territories, with 72 mandate holders. The Office of the High Commissioner for Human Rights provides these mechanisms with support for the fulfilment of their mandates.
