柬埔寨：联合国专家欢迎该国释放良心犯并呼吁在即将到来的选举中尊重言论自由

日内瓦（2013年3月15日）——联合国柬埔寨人权状况特别报告员苏里亚·P·苏佩迪对该国当局依照柬埔寨上诉法院2013年3月14日的审判结果，于今天释放曼·索那多（Mam Sonando）先生，并将随后释放坎·索万（Kan Sovann）女士和塔奇·瑞姆（Touch Ream）先生表示欢迎。

“被告在一审中因煽动叛乱等指控被判处20年以上徒刑，而上诉法院并未发现支持这些指控的证据。”苏佩迪先生表示：“被告将对原审判中的一些重要问题继续上诉，这些问题在我2012年12月访问柬埔寨时曾听闻相关人士提及。”

人权专家强调：“对于法院仍保留一些定罪，并在被告没有机会准备辩护的情况下又加以新的指控和定罪，我表示十分遗憾。”

“我密切关注了曼·索那多一案，并在去年十二月前往监狱探望并听取了他关于审讯过程的看法。我对曼·索那多的定罪和柬埔寨言论自由问题间的关系表示关切。”特别报告员表示：“正如我在提交人权理事会的最新报告中所指出的，真正的言论自由对任何运作良好的民主社会都至关重要。”

由于上述论断对于柬埔寨即将进行的选举由显确切。特别报告员敦促柬埔寨王国政府、民间社会、联合国和捐助方在关注2013年7月28日即将进行的国民议会选举时尤其注意促进和保护见解和言论自由问题。

As Special Rapporteur, he is independent from any government or organisation and serves in his individual capacity.
