保护环境：“不仅关乎环境破坏，还关乎权利——人权”

内罗毕（2013年2月19日）——联合国人权与环境问题独立专家约翰·诺克斯促请各国政府在设计和制定环境治理政策时考虑人权法。诺克斯先生在全球环境部长和高级官员的内罗毕集会上提到：“环境破坏会侵害到人权的享有。”

他在2月18-22日由联合国环境署举办的全球部长级环境论坛上表示：“若各国政府不能限制温室气体排放，特别是威胁到北极和海岸低地地区脆弱社区的生存，便无法保护许多人权，包括生命权、健康权、财产权和发展权。”

他强调：“人权和环境不仅相关，而且相互依赖。健康的环境对享有人权至关重要，而实践人权是一个健康的环境不可或缺的。”

不过，诺克斯先生警告，尽管人权与环境领域本质上互相依赖，人们对两者的关系却没有应有的了解。“言论和结社自由的人权、信息权、参与决策的人权和获得救助的人权必须在国家和国际层面上得到保护，”他说，“制定环境治理政策时必须纳入人权法的考量。”

诺克斯强调：“各国应继续考虑来自各个论坛和机制、国际会议、特别程序和地区人权法庭的决定和建议，它们都在积极制定和落实环境与保护相关的人权规范。”

诺克斯先生正在参加全球部长级环境论坛和联合国环境署理事会首届全球会议（2013年2月18-22日）。他还将于2月22-23日在内罗毕召集一次磋商，内容是有关环境保护的程序人权和义务。
