International Team of Experts on the Democratic Republic of the Congo

The Human Rights Council, through its new resolution 54/34 adopted without a vote on 12 October 2023, renewed the mandate of the Team of International Experts on the Democratic Republic of the Congo, and asked it to provide the necessary technical support to the Government in the effective implementation of its national transitional justice policy and its efforts to combat impunity, taking into account the cross-border nature of conflicts and insecurity. This resolution is a continuation of the previous ones adopted by the Council having extended the mandate of the Team of International Experts to the entire national territory (48/20), while maintaining its previous mandate (38/20) which is to monitor, evaluate, provide support and report on the implementation by the Democratic Republic of the Congo of the recommendations made in its previous reports, in particular with regard to the fight against impunity and measures aimed at promote reconciliation, and make recommendations in this regard, where appropriate

In its resolution 54/34, the Human Rights Council requested the Team of International Experts to submit its final report to it at its 57th session (February/March 2024), through an interactive dialogue strengthened, as well as an oral update at its 55th session (September/October 2022). The Council also requested the High Commissioner to prepare a comprehensive report on the human rights situation in the Democratic Republic of the Congo and to present it to it, within the framework of an enhanced interactive dialogue, at its 57th session, as well as an oral update at 55th session.

Mandate

Human Rights Council resolution 48/20 extended the mandate of the team of international experts to cover the entire national territory of the Democratic Republic of the Congo, beyond the Kasaï region of the country, while maintaining the previous mandate established by resolution 38/20 to: monitor, evaluate, provide support and report on the implementation by the Democratic Republic of the Congo of the recommendations made by the previous team of international experts in its report, in particular with regard to the fight against impunity and the measures to promote reconciliation, and to make recommendations in this regard, as appropriate.

Through its October 2021 decision, the Council also requested the High Commissioner to present it with an oral update on the situation of human rights in the Democratic Republic of the Congo, in the framework of an enhanced interactive dialogue, at its 49th session (February/March 2022), and to prepare a comprehensive report on the situation of human rights in the Democratic Republic of the Congo and to submit it to the Council, in the framework of an enhanced interactive dialogue, at its 51st session (September/October 2022).
