FFM Sudan - Call for Submissions
The Fact-Finding Mission on the Sudan invites individuals, groups and organizations to submit information and documentation relevant to its mandate. The deadline for submissions is 31 July 2024:
The findings of the Fact-Finding Mission’s investigations will be presented in its reports to the Human Rights Council, which requested the Mission to present an oral update on its work followed by an interactive dialogue at its fifty-sixth session (June/July 2024) and to present a comprehensive report on its findings during an interactive dialogue at its fifty-seventh session (September/October 2024) to be followed by an enhanced interactive dialogue that should include the participation of, inter alia, the United Nations High Commissioner for Human Rights.
It should be noted that not all information sent to the Mission will necessarily be reflected in the reports. For example, cases alleging violations falling outside the mandate of the FFM will not be considered. Information and documentation can be submitted in English and/or Arabic.
In particular, the Fact-Finding Mission welcomes information concerning:
- Facts and circumstances related to human rights violations and abuses, and violations of international humanitarian law, including those committed against refugees, and related crimes in the context of the conflict that began on 15 April 2023. In particular, the FFM is interested in first-hand information, including directly from survivors, their relatives and witnesses who can share information on:
- Acts of sexual and gender-based violence.
- Ethnically motivated attacks on civilians.
- Indiscriminate aerial bombarding.
- Recruitment and use of children in armed conflict.
- Acts of mistreatment and life-threatening conditions faced by detainees.
- Looting and the burning and destruction of villages and town.
- Looting of humanitarian convoys and aid agencies and undue restrictions imposed on humanitarian access.
- Killings, arbitrary detention of and acts of intimidation, and retaliation against humanitarian and health workers, human rights defenders, community leaders, public servants, local government workers, journalists and other media workers students and lawyers.
- Identification of those responsible, including security forces, judicial entities, institutions and individuals involved in different capacities in perpetrating or enabling the alleged human rights violations.
- Recommendations on measures of prevention, protection, and reparation. These could include amongst others, policy and normative measures, accountability measures with a view to avoiding and ending impunity for any individual involved in ordering, facilitating, or perpetrating crimes under international law, as well as reparations measures for victims and survivors and their families.
- Recommendations on measures to be taken by third States, multilateral institutions, companies, and the private sector to increase human rights protections and the promotion of equality, truth, justice and reparations are also encouraged.

If you wish to submit large videos, digital materials, or other files, please inform the FFM in advance via general email. The FFM will contact you in due time to enable the submission of the big size file/s in a safe manner.
You are invited to submit your information before the deadline of 31 July 2024.
Additional Information:
The FFM attaches the utmost importance to the protection of sources, notably concerning the respect for confidentiality and the ‘do no harm’ principle (not to jeopardize the life, safety, freedom and well-being of victims, witnesses, and other cooperating persons). It will only disclose the identity of cooperating persons if there is an informed consent from them and will use the information provided in accordance with their stated wishes.
Please note that individual acknowledgements of receipt of information will not be sent. It should be noted that not all information provided will necessarily be reflected in public reports. In particular, cases alleging violations falling outside the mandate cannot be considered.
Suggested additional safety measures:
- Keep your communication with the FFM confidential. Please do not, to the extent possible, tell your family, friends or others that you are communicating with the FFM or sending information.
- After sending a message to the FFM, fully delete it from your device (including from the Trash folder), and do not save the FFM submission email address in your contacts.
