Independent International Fact-Finding Mission on Myanmar

In March 2017, the United Nations Human Rights Council established the Independent International Fact-Finding Mission on Myanmar (IIFFMM) to establish the facts and circumstances of the alleged human rights violations by military and security forces, and abuses, in Myanmar. The mandate of the IIFFMM ended in September 2019.

The IIFFMM handed over its evidence to the Independent Investigative Mechanism for Myanmar (IIMM), also mandated by the Human Rights Council and operational since 30 August 2019. The IIMM collects evidence of the most serious international crimes and violations of international law, and prepares files for criminal prosecution. More on the IIMM's home page.

Mandate

The Human Rights Council on 24 March 2017 decided (through Resolution A/HRC/RES/34/22) to dispatch urgently an independent international fact-finding mission, to be appointed by the President of the Human Rights Council, to establish the facts and circumstances of the alleged recent human rights violations by military and security forces, and abuses, in Myanmar, in particular in Rakhine State, including but not limited to arbitrary detention, torture and inhuman treatment, rape and other forms of sexual violence, extrajudicial, summary or arbitrary killings, enforced disappearances, forced displacement and unlawful destruction of property, with a view to ensuring full accountability for perpetrators and justice for victims, and requests the fact-finding mission to present to the Council an oral update at its thirty-sixth session and a full report at its thirty-seventh session.

Reporting Back to Myanmar’s Rohingya: The Most Important Report of All
International fact-finding mechanisms set up by the Human Rights Council investigate human rights crises globally and issue reports relying heavily on testimony from survivors and victims. In a rare move, the UN’s Independent International Fact-Finding Mission on Myanmar returned to those communities and reported back to them.
Myanmar Fact Finding Mission: accounting for the gravest international crimes
The Independent International Fact-Finding Mission on Myanmar found patterns of gross human rights violations and serious violations of international humanitarian law in Kachin, Rakhine and Shan States, amounting to the gravest crimes under international law. The report calls for Myanmar military generals to be investigated for genocide, crimes against humanity and war crimes.
