Background

In 2018, in its resolution 37/20 the Human Rights Council requested the United Nations High Commissioner for Human Rights to prepare a report on empowering children with disabilities for the enjoyment of their human rights, including through inclusive education, in close collaboration with relevant stakeholders.

Summary

The report was presented to the Human Rights Council at its fortieth session in March 2019 to inform the annual day of discussion on the rights of the child. The report provides an overview of the legal framework and practical measures to empower children with disabilities.  It focuses on empowerment through participation and inclusive education, and analyses how to foster the personal and public decision-making of children with disabilities, their inclusion in the community and their protection from abuse, exploitation and violence.  The report concludes with a number of recommendations to assist States in empowering children with disabilities for the enjoyment of their human rights.
