Purpose: To inform the Special Rapporteur’s report on gender, peace and security to be presented to the 3rd Committee of the UN General Assembly in October 2024.

Background

The report will analyse progress made on responding to trafficking in persons in women, peace and security action plans, programmes and transitional processes for states emerging from conflict. It will focus on gender, peace and security, recognising the gendered impact of conflict and insecurity, including on LGBT persons and gender diverse persons and the potentially increased risks of trafficking for all purposes of exploitation during situations of conflict, in transitions to peace and democracy, and post-conflict.

Objectives

The Report will assess the implementation of recommendations made in previous reports, addressed to Member States and UN bodies, civil society organisations and other stakeholders, on better integration of a human-rights based approach to trafficking in persons in relation to the four pillars of Security Council Resolution 1325 (2000), conflict prevention, protection, participation and relief and recovery.

Key questions and types of input/comments sought

The Special Rapporteur particularly seeks information, good practices or case-studies on any of the following topics: 

  • National action plans on women, peace and security which include comprehensive measures to prevent and respond to trafficking in persons for all purposes of exploitation 
  • Disarmament demobilization and reintegration programmes which incorporate gender perspectives 
  • Peace agreements which address trafficking in persons for all purposes of exploitation, and crimes of enslavement and sexual slavery
  • Peace operations mandates that refer to trafficking in persons and implementation
  • Prevention and accountability measures in relation to non-state armed groups and trafficking in persons, for all purposes of exploitation 
  • Incorporation of a gender perspective into monitoring of implementation of peace agreements
  • Trafficking in persons, enslavement and sexual slavery and transitional justice processes
  • Trainings for relevant personnel to identify, document and denounce situations with risks of trafficking, in particular in refugee camps or in IDP sites
  • National procedures for early identification, assistance and referral to protection services for victims or potential victims of trafficking including gender and child sensitive measures in conflict and post-conflict settings, including in context of forced displacement and forced migration 
  • Peace agreements which include anti-trafficking measures, prevention, protection and accountability
  • Peacebuilding and post-conflict planning and reconstruction processes which address trafficking in persons for all forms of  exploitation
  • Relief, recovery and assistance programmes which ensure effective access to reparations for victims of trafficking
  • Inclusion of early warning and early-screening to detect victims and potential victims of trafficking in conflicts within the framework of the women peace and security agenda

Please provide information on the following issues/topics:

  • Mandatory trainings for peacekeeping personnel on trafficking in persons for all purposes of exploitation
  • Design of gender sensitive responses and programmes on prevention, protection and recovery from conflict-related sexual violence, psycho-social and medical support services, which mainstream trafficking in persons 
  • Investigations and accountability for trafficking and in persons and exploitation of natural resources and land dispossession and the nexus between trafficking and militarization which address challenges, protection gaps and good practices
  • Responses to trafficking in persons in the context of climate related conflict and displacement, incorporating a gender dimension
  • Transitional justice and peacebuilding mechanisms that address all forms of trafficking in persons particularly affecting LGBT persons and gender diverse persons
