Albinism

At its twenty-fourth session, Council adopted resolution 24/33 A/HRC/RES/24/33 - العربية | 中文 | English | Français | русский | Español on technical cooperation for the prevention of attacks against persons with albinism, in which it underscores the need for effective action to combat and eliminate attacks against persons with albinism and to adopt specific measures to protect and preserve the rights to life and to security of persons with albinism, as well as their right not to be subject to torture and ill-treatment, and requests the Advisory Committee to prepare a study on the situation of human rights of persons living with albinism and to submit a report thereon to the 28th session of the Council (March 2015).

At its twelfth session in February 2014, the Committee established a drafting group tasked with the drafting of the report and designated the following experts as members of the drafting group: Mr. Al Faihani, Ms. Boisson de Chazournes (Rapporteur), Mr. Coriolano, Mr. Hüseynov, Mr. Obata and Mr. Okafor (Chairperson).

The Committee also requested the drafting group to submit a draft progress report to the Advisory Committee at its thirteenth session, taking into account the replies to the questionnaire distributed after the discussion at the twelfth session of the Committee.

At its thirteenth session in August 2014, the Advisory Committee took note of the draft report submitted by the drafting group. The Committee requested the drafting group to finalize its report to the Council in the light of the discussion held by the Committee at that session, as well as taking into account the outcome of the expert meeting to be organized by the Office of the United Nations High Commissioner for Human Rights in collaboration with the Organisation international de la Francophonie on 24 September 2014. The drafting group therefore finalized its report (A/HRC/28/75) which was submitted to the twenty-eighth session of the Human Rights Council (March 2015).

In line with the decision of the drafting group to seek views and inputs from different stakeholders dealing with the issue of the situation of human rights of persons living with albinism, the following questionnaires were prepared and disseminated by the Committee in March 2014 to Governments, special procedures of the Human Rights Council, OHCHR field presences, national human rights institutions and non-governmental organizations:
