QUESTIONNAIRE 

.What is the human rights situation of persons living with albinism in your country or in any country you are familiar with?    The situation is not yet supportive for Persons living with albinism to freely enjoy their full rights as human beings

Are they considered a particular social group? Yes

 Are they considered disabled? There is a debate among the population even those who understand the definition of disability are finding it difficult to admit the fact that persons with albinism fall under this definition.

Because of the limited resource envelop ,other groups of persons with disability  at grass root administrative units do not want persons with Albinism to be counted be the equalization grant by government is small.

 Are they considered to belong to another category? The biggest proportions of people I have engaged with say that we Persons with Albinism are not disabled

.Does your country, or any country you are familiar with, have any problem of prejudice or stigmatization against the Persons with Albinism? Yes there is stigmatization in Uganda for persons living with Albinism. We have some cultural beliefs that stigmatize us(persons with albinism) individuals who still cherish these cultural practices who are in some positions of responsibility have been seen denying services to individuals with Albinism

This is a barrier to social development and inclusion of person persons with Albinism

 

 How serious is it? It is serious to the extent that you can hardly find a person with albinism full enjoying political social and economic life this is because of the unfavorable conditions for children from their own families up to school.

What are the obstacles that impede the efforts to improve the human rights situation of Persons    living with albinism?  

·         Lack of transparent leadership by the national organization for persons with albinism in Uganda

·         Lack of support to build capacity a low or grass root community based organizations which have the agenda of promoting the rights of persons with albinism.

·         Delays in government enactment of laws which promote rights for persons with albinism like The Persons with disabilities Bill

 

 

.What measures, if any, (legislative, administrative, institutional, or other policy/measures) have been put in place in your country to ensure the elimination of violence against persons with albinism and their protection from all other human rights violations?  

We have laws but persons with albinism do not know the rights they have as enshrined in the law.

 

 

 

.what improvements (if any) have to be made to such measures in order to make them more 

effective? 

·         Training and sensitizing persons with albinism to know their rights.

·         Passing the new persons with disabilities bill which is more comprehensive

 

 

.How, if at all, does your country rehabilitate victims of attacks against persons living with albinism?  There is some rehabilitation done by the civil society and faith based organisations

.Do you have any information on allegations, complaints, investigations, prosecutions and their 

Outcomes? Yes I have information about some of my colleague whose rights to inheritance of parents property were violate and the police was in position to sort it out.

.Do religious/spiritual institutions in your country play a role in helping persons with albinism? Are they effective in preventing attacks against these persons? Yes they have positive understanding of the cause and often provide counseling services to these marginalized groups

 

 

.In what ways can the Human Rights Council and the other UN human rights bodies assist with improving the situation of persons living with albinism within your country or any country you are familiar with? 

·         It should advise government to always speed up the enactment of law that criminalizes the violation of rights for persons with albinism and other disability.

·         Strengthen the efforts of the monitoring committees in the counties that are parties to the CRDP.

·         The Human rights council and UN Human rights bodies should set up a fund to provide legal support to individuals whose rights have been violated.

 

What other institutional or practical measures should the Human Rights Council take to strengthen the efforts to improve the human rights situation of persons living with albinism? 

It conduct special capacity building measures for grass root organizations for persons living with Albinism
