预防酷刑：联合国人权机构向新西兰政府提交保密的初步意见

惠灵顿，2013年5月8日—联合国防范酷刑小组委员会今日向新西兰政府提交了保密的初步意见，并结束此次从2013年4月29日至5月8日对该国的访问。访问期间，防范酷刑小组委员会与相关的国家当局与民间社会代表会面，并对与剥夺自由问题相关的几处地点进行访问。其中包括：警察局、监狱、地区法院监狱、国防军拘押设施、少年司法拘留所和移民设施（包括难民、寻求庇护者和被驱逐出境者所在设施，详见附录列表）。防范酷刑小组委员会还将其中一天用于与国家防范机制合作。该机制在国家层面上反映了防范酷刑小组委员会的任务。在新西兰，国家防范机制由监察员办公室、儿童专员办公室、独立警方行为监察机构和刑罚机关服务检查员组成，并由新西兰人权委员会协调。

防范酷刑小组委员会新西兰代表团团长马尔科姆·D·埃文斯表示：“国家防范机制是对话中的友好伙伴。”

防范酷刑小组委员会的任务包括开展现场访问，为当局制定建议，以建立有效保障措施，防止在与剥夺自由相关的地点发生酷刑和虐待。

埃文斯强调：“我们很高兴有机会来到新西兰，并拜访了这么多地点。我们对刑事司法系统以及亟待解决的问题有了很多了解，并希望继续开展工作，与当局和国家防范机制进行对话。”

访问期间，防范酷刑小组委员会有机会了解到新西兰被剥夺自由者的待遇，以及保护其免受酷刑和虐待的保障措施。除了访问拘留中心，防范酷刑小组委员会还在所访问的机构中与被剥夺自由者进行私下的秘密访谈。保密性除了是防范酷刑小组委员会在任择议定书之下的法律义务，还能保护受访者。

根据任择议定书的规定，防范酷刑小组委员会将很快向新西兰政府发出一份保密报告，并期待在近期与当局继续进行建设性对话。
