联合国人权专家对武器贸易条约表示欢迎，并敦促各国加大努力管理武器生产

日内瓦（2013年4月3日）——联合国促进民主和公平的国际秩序独立专家阿尔弗雷德•德•萨亚斯对通过首个具有法律效应的联合国武器贸易条约表示欢迎。该条约规定，如果认为某些国家会将武器用于种族灭绝、危害人类罪或战争罪，各国应禁止向其出口常规武器。

德•萨亚斯先生警告：“将武器贩卖或协助贩卖给可能将其用于危害人类罪的个人的一方，应了解他们自身对这些武器造成的死伤和惨案负有责任，而且在某些阶段可能以共谋实施战争罪和危害人类罪受到国际刑事法院起诉。”

该人权专家强调，通过条约是重要的第一步，可以减少“常规武器贸易造成的骇人伤亡代价以及贸易助长的冲突。毫无疑问，该条约是实现有意义的裁军和减少敌意这一目标过程中的重大历史时刻。”

“但是，条约并不完美，因为文本中存在众多模糊的内容，最终可能使军火工业受益。”专家强调，条约中并无内容禁止将武器贩卖给非国家实体。“需要更多的反思和后续协定来解决最终妥协遗留的突出问题。国内相关的民间社会应参与这一辩论。”

“全世界需要停止武器的贸易和生产，因为一旦生产了武器，就会催生使用武器和继续生产武器的动机。”他强调，“所有这些资源和精力都必须从武装冲突的逻辑上转移，关注推进和平，促进公民、政治、经济、社会及文化权利。”

他说：“和平，即千年发展目标所展望的没有战争、结构性暴力、文化霸权主义和赤贫的场景，是实现更为民主和公平的国际秩序的必要条件。”

德•萨亚斯先生提到了2012年呈交至联合国人权理事会和联合国大会的报告*，强调急需签署通过武器贸易条约草案，从而实现民主和公平的国际秩序。
