莫桑比克：联合国赤贫问题专家评估扶贫的挑战

日内瓦（2013年4月4日）——联合国特别报告员马格达莱纳·塞普尔韦达将在2013年4月8-16日对莫桑比克开展正式访问，收集关于贫困人口人权状况的第一手信息。她将评估该国保护贫困人口权利的努力、官方减贫措施以及在国家和国际层面上面临的障碍。

塞普尔韦达女士提到：“尽管莫桑比克近几年有着出色的经济增长和令人鼓舞的发展进程，贫困却仍然普遍。”这是人权和赤贫问题独立专家首次访问该国。该独立专家由联合国人权理事会指派，负责报告促进和保护贫困人口权利的倡议。

特别报告员将具体关注旨在援助农村社区人民（尤其是受到近期国内水灾影响者）的社会保护措施和政府方案。

塞普尔韦达女士应莫桑比克政府邀请开展访问，她将与当局接触，指明阻碍贫困人口获得公共服务（包括健康和教育服务以及司法机制）的主要障碍，并提出策略消除这些障碍，改善社会中最穷困阶层的人权享有问题。

在八天的访问中，专家将与马普托、加扎和赞比西亚省的贫困群体见面，并会见高级政府官员，包括各政府部门和议会代表。她还将与联合国系统、国际机构、慈善团体、民间社会和国家人权委员会的代表开展会谈。

塞普尔韦达将于2013年4月16日（周二）在位于马普托的联合国驻地协调员办事处（地址Rua José Craveirinha, 237 Maputo）举行新闻发布会，分享关于访问的初步结果。

特别报告员的意见和建议将写入其最终报告。报告将于2014年6月呈交至联合国人权理事会。
