墨西哥/任意处决：联合国专家将评估更好地保护生命的前景

日内瓦（2013年4月17日）—联合国特别报告员克里斯托夫·海恩斯将于2013年4月22日至5月2日对墨西哥开展正式信息收集访问，评估更好地保护生命权的挑战与机遇。这是1999年以来人权理事会任命的独立专家首次对该国进行访问以调查并报告关于法外处决、即审即决或任意处决问题。

海恩斯先生表示：“我将特别关注旨在为所有人提供保护的政府方案，特别是保护妇女、儿童、移徙者、新闻工作者和人权捍卫者等弱势群体的方案，并评估对受害人、证人及其家人的保护措施。”他还将与当局接触，旨在发现在非法杀害和死亡威胁事件中阻碍了问责的主要障碍。

专家提到：“我真诚希望探讨这一系统内的挑战与优势，并与墨西哥当局和其他行为者合作，以发现国际经验能从何种程度上促进对生命权的保护，希望能够在此问题上提供一个全新视角。”

海恩斯先生将访问墨西哥城、奇瓦瓦州、格雷罗州和新莱昂州，与联邦和州级相关政府当局以及联合国系统、公民社会组织、受害者与证人代表会面。

特别报告员将于2013年5月2日（周四）下午3点在墨西哥城联合国大楼的Sala Mario Molina新闻中心举行一场新闻发布会（地址Montes Urales 440, Col. Lomas de Chapultepec），分享关于访问的初步调查结果。

他对墨西哥的访问报告将于2014年提交至联合国人权理事会的届会。
