希腊：联合国人权专家将评估紧缩措施的影响

日内瓦（2013年4月17日）—联合国专家西法斯·卢米纳将于2013年4月22日-27日访问希腊，评估该国为了应对当前经济危机而采取的紧缩措施对实现人权的影响。该独立专家由联合国人权理事会指派，旨在监督并报告外债和相关政策对人权享有情况的影响。这是希腊首次接受该专家的实况调查访问。

卢米纳先生表示：“我将评估希腊政府和‘三驾马车’（欧盟、欧洲央行和国际货币基金组织）协定的经济改革对享有所有人权的影响。”他将研究该国在经济危机背景下关于可获得的必要公共服务减少的报告，以及贫困人群、无家可归者以及外国人受到攻击增加的报告。

他提到：“希腊的经济危机以及几项纾困方案之下的紧缩措施、结构性改革和国有资产私有化，已经造成失业率，特别是年轻人的失业率，出现前所未有的增长。报告还指出国内贫困水平升高，可获得的基础社会服务减少，比如健康保健、教育和社会安全服务。

专家表示：“我的访问提供了收集第一手信息的机会，以了解该国面临的困难，并提出战略，旨在增强希腊确保人们充分享有所有人权的能力，特别是在经济、社会及文化权利方面。”

该独立专家强调，考虑到各国人权义务为先的要求，有必要在紧缩与实现人权之间小心地取得平衡。他说：“即便在紧缩时期，也需要确保希腊所有人民的基本社会服务，特别是考虑到最弱势人群，例如穷人、老年人、失业者和残疾人。”

卢米纳先生应希腊当局的邀请开展访问。他将与高级政府官员（包括各部门代表和议会成员）会面。他还将与国际组织、国家人权机构和民间社会以及受经济危机影响者代表举行会谈。

独立专家将在2013年4月26日（周五）下午1点在卫城迪瓦尼宫殿酒店（Divani Palace Acropolis Hotel, 19-25 Parthenonos, 11742 Athens）举行新闻发布会，分享关于访问的初步发现。

他的最终调查结果和关键建议将载入一份全面的报告，于2014年3月提交至联合国人权理事会。

Cephas Lumina is an Advocate of the High Court for Zambia and an Extra-Ordinary Professor of Human Rights Law at the University of Pretoria. He has extensive experience in human rights and holds a PhD in international human rights from Griffith University. He was appointed Independent Expert on the effects of foreign debt and other related international financial obligations of States on the full enjoyment of all human rights, particularly economic, social and cultural rights by the United Nations Human Rights Council in 2008.
