消除种族歧视国际日，2013年3月21日，周四 体育运动中的种族主义：“让我们判它越位！”

日内瓦/华盛顿（2013年3月21日）- 种族歧视问题高级别人权专家组在消除种族歧视国际日发问：“我们究竟该怎样判种族主义越位？”

“消除种族歧视国际日是庆祝多样性的独特契机，在这一天里，我们敦促所有运动员、体育主管部门和运动爱好者都采取行动坚决打击体育运动的不容忍和种族主义问题。

在每个社会中，运动员都起到榜样作用，他们的表现和行为对其崇拜者（尤其是青年）有着巨大的影响。体育运动可以超越种族、民族和国籍的狭隘界限, 是庆祝人类的成就和卓著的良好契机。

在所有尊崇平等、团结和多样性原则的社会中，体育运动都应被视为促进跨文化交流的重要契机。种族侮辱、暴力和歧视是对体育精神的否定，不应该在运动场上有一席之地。

一些运动爱好者组织的种族主义运动和游行在任何国家都难以避免，而我们今天呼吁各国政府宣布对体育运动中的诬蔑和种族主义言论采取零容忍的态度; 迅速处理在体育运动及其他情况下的种族主义、种族歧视、排外心理和相关不容忍现象相关示威游行，并对违规者进行问责。

联合国当代形式的种族主义、种族歧视、仇外心理和相关不容忍现象问题特别报告员穆图马·鲁特雷先生表示：‘我们呼吁世界各国和体育主管部门通过提高认识；适当制裁宣传种族仇恨、虐待和暴力的俱乐部或个人等方式进一步打击种族主义。’

消除种族歧视委员会主席阿列克谢·S·阿甫托诺莫夫强调：‘令人遗憾的是，我们仍然看到一些球队的支持者通过种族主义辱骂、手势甚至暴力方式贬损和攻击对手或对方球队球员。当这样的事件发生时，必须采取果断行动应对。不仅政府当局应予以谴责并对违规者进行问责，全体社会也应该坚决制止一切形式的种族歧视行为。这个纪念日的确十分重要，它提醒我们所有人挺身践行‘人人生而自由，在尊严和权利上一律平等’的普遍原则。’

非洲裔问题专家工作组主席兼报告员维琳·谢菲尔德女士表示：‘必须从社区、国家和国际层面解决特别是针对非洲裔人的种族主义、种族歧视、排外心理和相关不容忍现象，而只有通过肯定基于人权和人的尊严的普世价值才能有效打击这些现象。我们不但应该承认非洲裔人民对体育运动的贡献，也应该承认其对世界文明和文化的发展、多样性和丰富性的贡献。’

美洲人权委员会非洲裔与消除种族歧视问题特别报告员罗斯-玛丽·贝拉·安托万女士表示：‘消除种族主义需要在各个层面和生活各领域对造成和强化种族主义的公众态度和个人看法进行纠正。非洲裔人在体育运动领域的成就已成为纠正这些错误态度的重要途径之一。’

我们必须彻底制止歧视和排斥问题，但究竟如何才能判处种族主义越位？让我们在语言和行动上，在体育场内和场外都始终坚守公平竞争、诚信比赛、尊重和容忍的价值观念。”
