任意拘留：联合国专家组启动首次对巴西的信息收集访问

日内瓦（2013年3月15日）-联合国任意拘留问题工作组将于2013年3月18-28日开展首次对巴西的正式访问，评估该国的剥夺自由状况。

该工作组的独立专家由联合国人权理事会指派以调查任意剥夺自由的指控，他们将访问多个拘留设施，包括监狱、警局、移徙者羁留中心和精神病院。

工作组将访问巴西利亚、大坎普、福塔雷萨、里约热内卢和圣保罗。访问将提供与联邦和州级行政、立法、司法相关当局以及公民社会组织等交流的机会。

代表团成员包括罗伯托•加雷顿（智利）和弗拉基米尔•托奇洛夫斯基（乌克兰）*。他们将与联合国人权办事处的工作组秘书处职员一同前往。  

关于工作组初步意见的新闻发布会将于2013年3月28日在巴西利亚的塞尔吉奥•维埃拉•德梅洛联合国大楼进行。详细信息将随后跟进。

关于访问的最终报告将于2014年呈交至人权理事会。

The former Commission on Human Rights established the Working Group in 1991 to investigate allegations of arbitrary deprivation of liberty. Its mandate was extended in 1997 to cover the issue of the administrative custody of immigrants and asylum-seekers.
