Summary

In the present report, the Special Rapporteur on the rights of persons with disabilities, Gerard Quinn, examines the protection of the rights of persons with disabilities in the context of armed conflict.

Background

Twice a year, the Special Rapporteur on the rights of persons with disabilities issues calls for inputs to inform her thematic studies to be presented at the Human Rights Council in its March session and at the General Assembly in October.

The report is based on literature review, the inputs received via questionnaire and the outcomes of an expert consultation (see below).  

Expert consultation

On 4 June 2021, the Special Rapporteur on the rights of persons with disabilities hosted a virtual Expert Group Meeting on armed conflict and disability.

The meeting was attended by experts on international humanitarian law, humanitarian action, and/or the rights of persons with disabilities including States, civil society organizations, organizations of persons with disabilities, UN entities, military institutions, and academics. The findings of the meeting informed the Special Rapporteur's report.

Call for inputs

A call for inputs and a questionnaire were issued to inform the preparation of the report. The questionnaires focused on policy (A: for States), operationalization (B: for military authorities) and collective voice in the process (C: for civil society).
