Democracy is one of the universal core values of the United Nations. The UN Charter is proclaimed in the name of the peoples of the United Nations and the Universal Declaration of Human Rights emphasizes that the will of the people is the basis of the authority of government. Respect for human rights and fundamental freedoms and the principle of holding periodic and genuine elections are essential elements of democracy.
Political and public participation is crucial to democratic governance, the rule of law, social inclusion and economic development, and the advancement of all human rights. Participation rights are important in empowering individuals and groups, which is essential to eliminate marginalization and discrimination. These rights are also inseparably linked to other human rights such as the rights to peaceful assembly and association, freedom of opinion and expression and the rights to education and to information.
Our work
UN Human Rights works to facilitate the discussion on democracy and human rights. We help develop operational strategies that guide and support democratic institutions. We collaborate with national governments and other actors to rebuild public confidence and strengthen or restore peace and the rule of law in post-conflict nations and transitional democracies.
We also host the Forum on Human Rights, Democracy and the Rule of Law, which takes place every two years. In addition, we offer legal and expert advice on issues such as respect for human rights in the context of elections and constitutional processes, draft legislation and training activities.
At the request of the UN Human Rights Council, we have elaborated and now support the implementation of the guidelines on participation that were issued in 2018. These guidelines outline the basic principles of the right to participate in public affairs. They include practical recommendations that cover participation in electoral and non-electoral contexts, nationally and internationally.

Who else is involved
Forum on Human Rights, Democracy and the Rule of Law
The purpose of the Forum is to provide a platform for promoting dialogue and cooperation on issues pertaining to the relationship between human rights, democracy and the rule of law, and to identify and analyze best practices, challenges and opportunities for States in their efforts to secure respect for these principles. Held every two years, the Forum is attended by delegates from a wide variety of international backgrounds. It was established by the Human Rights Council in 2015.
