Purpose: : To collect information on the of awareness, implementation and impact of the Minnesota Protocol to inform the Special Rapporteur’s forthcoming Human Rights Council report

The Special Rapporteur on extrajudicial, summary or arbitrary executions is calling for inputs to inform his forthcoming report on the state of medico-legal death investigation systems around the world. The report will make special reference to the knowledge and implementation of the United Nations Manual on the Effective Prevention and Investigation of Extra-Legal, Arbitrary and Summary Executions (the Minnesota Protocol), which was fully revised and updated in 2016.

The Protocol today stands as a reference tool for the investigation of potentially unlawful deaths. This call for input therefore seeks information to assess the level of awareness and implementation, and to possibly measure impact, of the Minnesota Protocol around the world.  The report will be presented to the Human Rights Council in 2022.
