The Human Rights and Law Enforcement package is a three-part package of materials on human rights training for police, which is designed to provide all the necessary elements to conduct human rights training programmes for law enforcement officials in accordance with the approach developed by OHCHR. This Manual is intended for police trainers and training institutions, national police officials (civilian and military), and civilian police components of United Nations peace-keeping operations.
