GENEVA / HANOI (14 November 2013) – United Nations Special Rapporteur Farida Shaheed will visit Viet Nam from 18 to 29 November 2013 to study measures adopted by the authorities to ensure that all persons can fully enjoy their cultural rights in the country.

“From the impact of tourism on cultural rights to history teaching and memorials, I will be assessing a wide range of issues related to the realization of cultural rights in Viet Nam,” Ms. Shaheed said.

“I intend to discuss with all interlocutors good practices as well as challenges regarding the enjoyment by all of the right to participate in cultural life, including the right to enjoy the arts, to freedom of artistic expression and creativity, to manifest one’s own cultural identity, as well as to access and enjoy cultural heritage,” she said.

This will be the first fact-finding visit to the country by an independent expert designated by the UN Human Rights Council to identify best practices and obstacles to the implementation of cultural rights, and fostering the adoption of measures aimed at their promotion and protection.

During her ten-day visit, Special Rapporteur will meet with a broad variety of actors in the cultural field, including State authorities, at the national as well as local levels, and civil society organizations.

Ms. Shaheed, who is carrying out this country visit at the invitation of the Government, will visit Hanoi, Ho Chi Minh City, Hoi An, and Sa Pa.

The Special Rapporteur will hold a briefing with the media in Hanoi, tentatively scheduled for Friday 29 November 2013 from 10:00 a.m. at the UNDP Rose conference room (25-29 Phan Boi Chau Street, Hanoi), to share her preliminary conclusions and observations on the visit.

Ms. Farida Shaheed took up her functions as Independent Expert and then Special Rapporteur in the field of cultural rights in August 2009. She has worked for more than 25 years promoting and protecting cultural rights by fostering policies and projects designed in culturally sensitive ways to support the rights of marginalized sectors, including women, peasants, and religious and ethnic minorities. Ms. Shaheed has been the recipient of several national and international human rights awards, and is an experienced participant in negotiations at international, regional and national levels.
