Universal Periodic Review
This Guide explains the Universal Periodic Review mechanism, through which the Human Rights Council reviews, on a periodic basis, the fulfilment by each of the 193 United Nations Member States of their human rights obligations and commitments. It explains the three documents that form the basis of a Member State’s review, including a national report, prepared by the State under review; a compilation of United Nations information on the State under review, prepared by OHCHR; and a summary of information submitted by other stakeholders (including civil society actors), also prepared by OHCHR. The Guide provides information on how the review is conducted by the Working Group on the UPR, a body which comprises 47 Member States of the Human Rights Council.
