International migration is motivated by a range of economic, political and social factors. This jointly-published Handbook between the Inter-Parliamentary Union, the International Labour Office and the Office of the United Nations High Commissioner for Human Rights offers responses to fundamental questions on migration, such as those concerned with its root causes and possible responses in terms of good policies and practices. It also covers the challenges, both for migrants and for countries, in relation to national wellbeing, development and social cohesion. The Handbook proposes a balanced approach to making effective laws and policies that address the human rights of migrants and the governance of migration. It aims to enable parliamentarians to help ensure that migration takes place in ways that are fair, mutually beneficial and respectful of human rights.
