This Fact Sheet provides an introduction to the International Covenant on Civil and Political Rights and its two Optional Protocols, the texts of which are annexed. It also describes the work of the Human Rights Committee, which should not be confused with the Commission on Human Rights, nor should it be understood as a “global” body that addresses all human rights described in all the treaties. Rather, the Fact Sheet explains that the Human Rights Committee is a committee on civil and political rights, which is responsible for oversight of the implementation of the civil and political rights set out in the International Covenant on Civil and Political Rights.
