HUMAN RIGHTS COMMITTEE HEARS REPORT OF THE SPECIAL RAPPORTEUR FOR FOLLOW-UP ON CONCLUDING OBSERVATIONS

30 October 2002

Human Rights Committee
76th session
30 October 2002
Morning

The Human Rights Committee this morning heard a report by its Special Rapporteur for follow-up on concluding observations in which he said that since the application of the Committee's revised rules of procedure in respect of follow-up to final concluding observations from the seventy-first session in March 2001, the reports of 20 States parties had been considered and conclusions had been issued on each report.
Maxwell Yalden said that the final paragraph of the concluding observations on each report requested the State party to forward information within 12 months on the implementation of the Committee's recommendations. The Committee also requested that information concerning the reminder of the recommendations be included in the next periodic report of the State party.
Among the 20 countries whose reports had been examined since the seventy-first session, seven States parties had provided information and comments to the Committee with regard to the concluding observations released by the Committee on their periodic reports. The Special Rapporteur suggested that the Committee should keep down the number of issues raised in the last paragraph of its concluding observations due to the 12-month time limit for the State party to provide information.
Among the States parties that responded to the Committee were the Dominican Republic, Syria, Uzbekistan, Venezuela, the Democratic People's Republic of Korea, Ukraine and Viet Nam. The Committee expressed satisfaction on the replies provided by some States parties. A few States parties had rejected some of the points raised by the Committee in its concluding observations.
After adjourning its public meeting, the Committee met in private to continue its discussion on the report of the Special Rapporteur.
The Committee is scheduled to reconvene in a public meeting at 10 a.m. on Friday, 1 November, to announce its final conclusions on country situations examined this session and to close its work for 2002.
