Who can take part

Pursuant to Human Rights Council resolution 28/14, the Forum is open to the participation of the following stakeholders:

  • States;
  • United Nations mechanisms, bodies and specialized agencies, funds and programmes;
  • Intergovernmental organizations;
  • Regional organizations and mechanisms in the field of human rights;
  • National human rights institutions and other relevant national bodies;
  • Academics and experts;
  • Non-governmental organizations in consultative status with the Economic and Social Council.

The Forum is also open to other non-governmental organizations whose aims and purposes are in conformity with the spirit, purposes and principles of the Charter of the United Nations

Resolution 28/14 requests an open and transparent accreditation procedure in accordance with the Rules of Procedure of the Human Rights Council, which will provide for timely information on the participation of and consultations with the States concerned. Please note that the list of organizations approved for accreditation for the Forum on Human Rights, Democracy and the Rule of Law will be publicly available.

Modalities of participation

In-person participation is strongly encouraged. Participants unable to attend in person will be able to connect remotely through the Zoom platform, however, priority will be given to in-person participants and interventions by Zoom will be limited to 30 minutes per each 3-hour meeting.

Speaking time limit is 2 minutes for all participants.

Live webcast will be available in all six official languages of the United Nations.

Registration

All registration and accreditation requests must be made online through UNOG's Indico system. Registration opening and closing dates are announced on the main page of the respective Forum session. All requests for accreditation will be processed online. Successful applicants will receive a confirmation by email.

Please create an Indico account or log in to an existing one, and then proceed to the registration form for the respective session of the Forum. Specific instructions based on the type of delegation may be found below.

Group registration is not possible. Each participant must register individually.

United Nations Member and Observer State Delegations

All United Nations Member and Observer States may participate in Forum.

Requesting Accreditation

In addition to filling in the required information on the registration form, members of State delegations are kindly asked to attach a scanned Note Verbale, addressed to the Secretariat of the respective session of the United Nations Forum on Human Rights, Democracy and the Rule of Law at OHCHR, indicating all members of the delegation wishing to attend the session, either in person or remotely. This file should be uploaded in the section entitled "Mandatory documents for participants to the session."

International Organizations

Specialized agencies and other intergovernmental organizations and entities may attend the Forum, either in person or remotely.

Requesting Accreditation

In addition to filling in the required information on the registration form, members of international organizations are kindly asked to attach a scanned letter, addressed to the Secretariat of the respective session of the United Nations Forum on Human Rights, Democracy and the Rule of Law at OHCHR, indicating all members of the delegation wishing to attend the session, either in person or remotely. This file should be uploaded in the section entitled "Mandatory documents for participants to the session."

National Human Rights Institutions

National human rights institutions (NHRIs), the Global Alliance of National Human Rights Institutions, and regional coordinating bodies of NHRIs may attend the Forum, either in person or remotely.

Requesting Accreditation

In addition to filling in the required information on the registration form, national human rights institutions are kindly asked to attach a scanned letter, addressed to the Secretariat of the respective session of the United Nations Forum on Human Rights, Democracy and the Rule of Law at OHCHR, fulfilling the following criteria:

  • Drafted on the official letterhead of the organization;
  • Contains the title and dates of the session the NHRI wishes to attend;
  • Contains the full name (FAMILY NAME, First name) of each person who will represent the NHRI at the session; and
  • Signed by the President or Main Representative of the NHRI.

This letter should be uploaded in the section entitled "Mandatory documents for participants to the session."

Non-governmental Organizations

Both NGOs with and without ECOSOC consultative status may attend the Forum, either in person or remotely.

Requesting Accreditation

In addition to filling in the required information on the registration form, NGOs are kindly asked to attach a scanned letter, addressed to the Secretariat of the respective session of the United Nations Forum on Human Rights, Democracy and the Rule of Law at OHCHR, fulfilling the following criteria:

  • Drafted on the official letterhead of the organization;
  • Contains the title and dates of the session the NGO wishes to attend;
  • Contains the full name (FAMILY NAME, First name) of each person who will represent the organization at the session; and
  • Signed by the person designated as the President/Chief Executive Officer, Chief Administrative Officer, or Main Representative.

This letter should be uploaded in the section entitled "Mandatory documents for participants to the session."

Press / Media

Journalists may be able to cover the activities of the Forum provided they receive approval from the UNOG Information Service to do so.

Requesting Accreditation

Forum Secretariat does not process accreditation requests submitted by press/media representatives. All such requests will be processed by the United Nations Information Service in Geneva. Please follow the instructions posted on the dedicated UNIS page (you need to log-in in Indico in order to access this page).

Media accreditation is strictly reserved for members of the press (print, photo, radio, television, film, news agencies and online media) who represent a bona fide media organization. No media badge will be issued to journalists whose application does not conform to the established procedure.

Annual accreditation is reserved for Swiss-based journalists working for a bone fide media organization, while temporary accreditation is provided to visiting journalists covering a specific event or meeting for a limited duration.

Once the request is approved, a confirmation will be sent to the email on file in the online account. Media passes must be collected in person, with a valid ID document (i.e. a passport).

Gaining Access to UNOG

Individuals with annual security badges valid for the duration of the respective Forum session will be able to access UNOG premises. Those who have been accredited but do not have a badge must collect their security badge for the session at Villa les Feuillantines, located at Avenue de la Paix 13, 1202 Genève. The office is open on working days from 8 a.m. to 4:45 p.m. To collect the badge, you must present:

  • An official identity document: E.g., a passport; and
  • A copy of the confirmation email/e-ticket from the Indico system.
