Practical toolkit for law enforcement officials to promote and protect human rights in the context of peaceful protests

Summary
The aim of the practical toolkit, which is based on international human rights laws, standards and good practices, is to enhance the capacity and practices of law enforcement agencies to fulfil their duty to promote and protect human rights in the context of peaceful protests.
The toolkit is composed of the Model Protocol and three additional components:

The Model Protocol for Law Enforcement Officials to Promote and Protect Human Rights in the Context of Peaceful Protests is part of a technical and practical toolkit developed by the Special Rapporteur on the rights to freedom of peaceful assembly and of association, Clément Nyaletsossi Voule, in collaboration with the United Nations Office on Drugs and Crime and the Office of the United Nations High Commissioner for Human Rights, pursuant to Human Rights Council resolution 50/21. The aim of the Model Protocol and the toolkit, which are based on international human rights laws, standards and good practices, is to enhance the capacity and practices of law enforcement agencies to fulfil their duty to promote and protect human rights in the context of peaceful protests. - Component 1: Action-oriented checklists for law enforcement officials
The checklists provide practical measures law enforcement should take, to ensure that the requirements of the protocol are fulfilled. - Component 2: A principled-based guidance for the human-rights compliant use of digital technologies in the context of peaceful protests
The digital technologies component provides practical guidance and foundational principles for human-rights compliant use of technologies by law enforcement to facilitate peaceful assemblies. - Component 3: A handbook for law enforcement
The handbook helps law enforcement implement and operationalize the provisions of the model protocol.
