The Special Rapporteur on the rights to freedom of peaceful assembly and of association, Clément Nyaletsossi Voule, conducted an official visit to Brazil from 28 March to 9 April 2022 to assess the situation of the rights to freedom of peaceful assembly and of association in the country, pursuant to Human Rights Council resolutions 15/21 and 41/12.

In the present report, the Special Rapporteur expresses concerns at the closing of civic space and the rise in political violence in Brazil, which have threatened the effective enjoyment of the rights to freedom of peaceful assembly and of association over the past few years. The Special Rapporteur welcomes steps taken by the new Government to reverse this troubling trend and adopt measures to promote an enabling environment for the exercise of fundamental freedoms. In this context, he recommends that the Government carry out a broad and deep national dialogue with civil society, including human rights organizations, academia and trade unions, to strengthen democratic institutions. The Special Rapporteur remains committed to working with the Government and the people of Brazil in their efforts to meet the State’s obligations under international human rights law.
