Summary 

The Special Rapporteur on the issue of human rights obligations relating to the enjoyment of a safe, clean, healthy and sustainable environment, David R. Boyd, visited Slovenia from 29 September to 6 October 2022, at the invitation of the Government. During the visit, the Special Rapporteur encountered inspiring examples of Slovenian leadership and good practices related to nature conservation, solid waste management and environmental taxation, as well as challenges, such as pollution hotspots, inadequate air quality and a lack of urgency in addressing the climate emergency. Among his recommendations to implement the right to a clean, healthy and sustainable environment, the Special Rapporteur encourages Slovenia to reduce emissions from motor vehicles, to accelerate plans to close a coal-fired power plant, to subsidize the replacement of heating sources using wood, coal or other fuels with electric heat pumps, and to take immediate action to connect all Roma settlements that remain unserved to local drinking water and sanitation infrastructure.
