Background

The Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism would like to request information from interested stakeholders in preparation of her upcoming visit to Côte d’Ivoire which will take place from 29 November – 9 December.

Pursuant to the mandate established by the Human Rights Council resolution 49/10, the Special Rapporteur promotes and ensures the protection of human rights and fundamental freedoms by recommending rights-compliant counter-terrorism legislation and policies; offers support, technical assistance, and expertise to States, UN entities, civil society and other relevant stakeholders; makes constructive and concrete recommendations in relation to areas where there may be room for improvement.

The Special Rapporteur is interested in legislation, policies and programmes on all aspects of counter-terrorism, including:

  • criminal laws to counter-terrorism
  • detention and criminal trials
  • counter-terrorism powers of state authorities (law enforcement, intelligence, border security, military)
  • countering terrorism financing
  • countering and preventing violent extremism
  • rehabilitation and reintegration
  • addressing the conditions conducive to terrorism
  • oversight, accountability and remedies
  • protection of victims of terrorism, including refugees and displaced persons
  • engagement of civil society in counter-terrorism
  • international and regional counter-terrorism cooperation

In accordance with the established practice of mandate-holders, the Special Rapporteur welcomes all relevant submissions that civil society organizations and other interested stakeholders may wish to transmit for her consideration in preparation of this visit, such as:

  • Recent analytical reports or surveys relating to the mandate of the Special Rapporteur
  • Information on relevant policies, programmes and legal framework
  • Priority issues/concerns and situations that warrant the attention of the Special Rapporteur
  • Suggestions on issues to examine and related locations to visit
  • Contact information for organisations and civil society representatives to meet in different locations
