Purpose: Report to be presented to the Human Rights Council in September 2023

Background

The Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence will devote his report to the 54th session of the Human Rights Council, in September 2023, to thoroughly reviewing the minimum international legal standards underpinning the duties of States and the rights of victims in the fields of truth, justice, reparation, memorialization and guarantees of non-recurrence

Objectives

The report will review the relevant national and international legal framework, the jurisprudence of national, regional and international tribunals and human rights mechanisms, as well as the conceptual framework and academic literature regarding the scope of the legal obligations and rights underpinning the five pillars of transitional justice.

Key questions and types of input/comments sought

In order to obtain a broad representation of views to inform the thematic report, the Special Rapporteur is seeking written contributions from all relevant actors through responses to a questionnaire.
