Purpose: The Human Rights Council Advisory Committee invites inputs from relevant stakeholders, including Member States, international and regional organisations, the Office of the United Nations High Commissioner for Human Rights, the special procedures of the Council, the Committee on the Elimination of Racial Discrimination, other United Nations human rights treaty bodies, United Nations Regional Economic Commissions and other relevant United Nations agencies, funds and programmes within their respective mandates, national human rights institutions, civil society organisations, the private sector, research and technical community and academic institutions, in order to integrate the information in the study thereof, to be presented to the Human Rights Council at its fifty-fourth session (September 2023)

Background

At its forty-eighth session, the Human Rights Council adopted resolution 48/18, in which it requested the Advisory Committee to prepare a study in which it examines patterns, policies and processes contributing to incidents of racial discrimination and makes proposals to advance racial justice and equality, which should be firmly anchored in the fulfilment of the 2030 Agenda for Sustainable Development and the attainment of its Goals, in consultation where possible with the Office of the High Commissioner and the international independent expert mechanism to advance racial justice and equality in the context of law enforcement established by the Human Rights Council in its resolution 47/21, and to present the study to the Human Rights Council at its fifty-fourth session (September 2023).

To facilitate the submission of inputs, the Advisory Committee is circulating the attached questionnaire on the topic.

What is the Advisory Committee?

The Human Rights Council Advisory Committee, composed of 18 experts, has been established to function as a think-tank for the Council and work at its direction. The Human Rights Council Advisory Committee provides the Council upon request with implementation-oriented, thematic studies and research-based advice on issues pertaining to the mandate of the Council; namely the promotion and protection of all human rights. The Advisory Committee may propose suggestions for further enhancing its procedural efficiency, as well as further research proposals within the scope of the work set out by the Council.
