Ratified the Optional Protocol to the Convention on the Rights of the Child on a communications procedure on 12 February 2016

Pledges

1. The Ministry of Justice and the Ministry of Education, Children and Youth will introduce a comprehensive reform of the national legislation on the protection of youth to strengthen/bolster children's rights as guaranteed in the CRC taking into account the relevant European and international case-law and guidelines, including:
   • the strict separation of protective and criminal law measures;
   • the introduction of specific procedural guarantees for minors;
   • the introduction of a minimum age for deprivation of liberty.
   The national legislation as well as infrastructure will be adapted in order to foster a child rights-based juvenile justice system in accordance with the Guidelines of the Committee of Ministers of the Council of Europe and based on the reflections made by the Committee on the Rights of the Child in his document General Comment No.24 (2019) on children's rights in the child justice system. No minor shall be imprisoned in an adult prison to avoid any contact or cohabitation with adult detainees and youth detention facilities shall be specifically tailored to children's needs.
2. The Government, as well as civil society, have organised throughout the year a number of events for children, professionals and parents to celebrate the 30th anniversary of the Convention (i.e. a day on participation organised for children, a conference for professionals on child abuse prevention within institutions, a conference for professionals on juvenile justice, a conference for parents on physical punishment and alternative methods of education..).
