This high-level meeting is a perfect opportunity to take an important step forward for respect, fairness and dignity. In a few days, the FIFA 2018 World Cup will kick into high gear. I congratulate the Russian Federation, FIFA, civil society groups and fans who have invested great efforts to ensure that the World Cup in Russia will be free of discrimination. And I encourage all Russian stakeholders to take these efforts one-step further by adopting a non-discrimination legacy for this World Cup -- one which can serve as a model for future organisers of mega-sport-events.

The teams which will compete in Russia in two weeks include players whose roots span the whole globe. In a world too often shaken by the fear of foreigners and minorities, their successes blaze a path for many children and teenagers to follow. As Nelson Mandela said, sport has the power to inspire and to unite people in a way that little else does. By taking the key decision to adopt a non-discrimination legacy for the World Cup, your meeting can help fulfill that promise.

The Russian Federation, regional and local authorities, football associations, many clubs and a majority of fans in Russia have shown they are keen to set high standards in the field of non-discrimination and sport. Adoption of a non-discrimination legacy for the World Cup will help Russian young people grow up in a diverse, free society that encourages them to fulfil their full potential. It will also set an example for other sports events. My Office has been engaging with Russian partners for the past three years on this issue, and we are eager to continue supporting your efforts.
