SECRETARY-GENERAL URGES PEOPLE OF EAST TIMOR TO VOTE IN ELECTION ON 30 AUGUST

Following is the text of a video message to the people of East Timor by Secretary-General Kofi Annan. The message is to be aired widely in East Timor throughout the campaign period, in advance of elections on 30 August.

"In only a few days, you, the Timorese people, will vote again -- just two years to the day since the Popular Consultation and the terrible violence that came so swiftly afterwards.

You are about to elect a Constituent Assembly, which will draft a Constitution and establish the political structures leading to your full independence.

At this very important moment, the United Nations and its agencies, many other organizations, and many nations are with you. All of us are supporting your heroic efforts to rebuild your lives, revive your communities, reestablish the institutions of government and administration, and take control of your future.

The eyes of the world are now on you once again. A spirit of peace and tolerance has marked the election campaign. You have clearly embraced the democratic process with great integrity and zeal.

I urge you now to vote. In a democracy, that is both your right and your responsibility.

I also hope you will tell your families, friends and neighbours to vote. All your voices must be heard.

Dear friends, the United Nations and I, and indeed people throughout the world, wish you great success as you continue the noble task of building a state of your own.
