Since 2012, the General Assembly has mandated the Special Rapporteur to submit annual reports, to both the Human Rights Council and the General Assembly, on the glorification of Nazism, neo-Nazism and other practices that contribute to fuelling contemporary forms of racism, racial discrimination, xenophobia and related intolerance.

The reports address the manifestation in many parts of the world of various extremist political parties, movements, ideologies and groups of a racist or xenophobic character, including neo-Nazis and skinhead groups and examine the implementation of discriminatory measures and policies at the local or national levels, triggered by this trend. 

Furthermore, the reports present recommendation for Member States to continue to take adequate steps, including through national legislation, aimed at preventing and countering incitement to violence against racial, ethnic, religious minorities and ideas based on racial superiority or hatred.

The Special Rapporteur has prepared this report on the basis of contributions received from States and civil society actors and outlined the governing principles and obligations of racial equality and non-discrimination, highlighting their application in combating racism and xenophobia. The Special Rapporteur also reminded Member States of the strong commitment required to tackle the increase in hate crimes and incitement to violence targeting ethnic, racial and religious minorities worldwide.

The report of the Special Rapporteur pursuant Resolution 75/169 of the General Assembly addresses States and other stakeholders contributions on combating glorification of Nazism, Neo-Nazism and other practices that contribute to fueling contemporary forms of racism, racial discrimination, xenophobia and related intolerance. In this report the Special Rapporteur recalled the applicable equality framework, which is based on the premise that all persons should enjoy all human rights without discrimination on any grounds. She reiterated that the prohibition on racial discrimination is aimed at guaranteeing substantive equality and called on States to take action to combat intentional or purposeful racial discrimination, as well as de facto or unintentional racial discrimination.

In this report, the Special Rapporteur addresses an increase in antisemitic incidents and conspiracy theories since the outbreak of coronavirus disease (COVID-19). She examines some of the ideology behind the manifestation of antisemitism, which overlaps with ideologies that have also resulted in an increase in anti-Asian and anti-black racism, Islamophobia, and attacks on non-nationals, in relation to the origin and propagation of COVID-19.
