Mr. Kishore Singh (India) was the Special Rapporteur on the right to education from 2010 to 2016.

Mr. Singh holds a PhD in International Law from the Sorbonne University of Paris. He worked at the Division for Human Rights and the Education Sector of UNESCO, and advised a number of international, regional and national entities on aspects of the right to education. Throughout his career, Mr. Singh supported the development of the right to education in its various dimensions and worked to ensure that this right was internationally recognized as a human right. He replaced Mr. Vernor Muñoz Villalobos from Costa Rica in August 2010.
