Second phase (2010-2014) of the World Programme for Human Rights Education
The Human Rights Council, in its resolution 12/4 (1 October 2009), decided to focus the World Programme’s second phase (2010-2014) on human rights education for higher education and on human rights training programmes for teachers and educators, civil servants, law enforcement officials and military personnel. This resolution was adopted following the OHCHR consultation on the focus of the second phase of the World Programme, as presented in the High Commissioner’s report A/HRC/12/36 in accordance with Council resolution 10/3 (25 March 2009). OHCHR, in consultation with UNESCO, elaborated a draft plan of action for the second phase (2010-2014) of the World Programme (document A/HRC/15/28), which the Council adopted by its resolution 15/11 (30 September 2010).
