The International Convention for the Protection of All Persons from Enforced Disappearance is the first universally legally binding human rights instrument concerning enforced disappearance. It outlines States parties’ obligations vis-à-vis this phenomenon as well as the victims’ fundamental rights. Ten years after the adoption of the Convention, there is still work to do to eradicate and prevent enforced disappearances in all parts of the world.
OHCHR has developed a Training Guide on reporting under the International Convention for the Protection of All Persons from Enforced Disappearance. The guide consists of two parts: a Manual (Part I) and a Training Package (Part II), which complement each other. The Training Guide Part I and Part II can be used together to develop training courses on the Convention. They also serve as helpful resources for States, civil society organisations, National Human Rights Institutions and other stakeholders to better understand the Convention.

The Manual (Part I)
The Training Guide (Part I – Manual) provides detailed information about the obligations of State parties under the Convention against Enforced Disappearances and how to report under it. It includes checklists for State parties on the information to be provided under each article of the Convention for reporting purposes as well as examples of good practices. The Manual also includes sections about the Committee on Enforced Disappearances and its functions, the Guiding principles for the search for disappeared persons, and the Working Group on Enforced or Involuntary Disappearances (WGEID). The Training Package (Part II)
The Training Guide (Part II – Training Package) is composed of a series of training modules aimed at assisting facilitators in preparing and delivering training sessions for States on their obligations under the Convention.
